I think it's any word that gives a natural pause also we can use punctuation to achieve the pause.

In Japanese a cutting word is spoken punctuation that gives pause.

The pause is a great point to pivot the haiku and give us the ahhh moment.

Remember don't over punctuate!
Please feel free to give us your ideas on cutting words.
